GEORGE W BUSH, Subject: Middle East Proposal Mr. President- I am recently out of the scenario of having been removed from the ballot as an Independent for NM US House seat 1, based on a State Democratic Party of New Mexico signature challenge. Allowing for the close results of this race just concluded, and my own political leanings, I am sure you will understand why Heather Wilson would have been delighted if I’d stayed on the ballot, and Patsy Madrid, the Democratic candidate, needed to do her best to be sure I was off. Few if any hurt feelings, and Heather and I are both Academy grads, but I’m not planning to dry up and disappear anytime soon!!!! I’ve have sent matters I’ve written several times to the White House, allowing that twice these items have gone on to the NSC to be looked and/or commented on, and once to the top desk officer at the Department of State. The first of these items was during the Carter administration, had to do with the up and coming Iranian Revolution in 1979, and was passed on to the NSC. The second item, ‘OPEC Moderating Council Paper,’ was presented twice to the NSC during the Reagan Administration, and the third, having to do with the Lebanese Hostage situation during the civil war there, was presented to the White House during the Presidency of your father, who had it sent on to the top desk officer at the Department of State.. I get these ‘urges to write’ such matters from time to time, and have had one such ‘urge’ now again. I believe you have, in the wake of recent circumstances, the opportunity to seriously enhance your administration, as well as to accomplish a great deal regarding Iraq and possibly the entire Middle East, if you will promptly react and respond iaw the following dispositions.
